It welcomes international submissions while giving particular attention to films made in Maryland and work by Maryland filmmakers. Family-friendly screenings form part of its programme.

Festival rules
The published regulations relate to the 2023 edition, which the organizer subsequently cancels along with its 2024 programme activity. They do not constitute a current call for entries. Categories include animation, Appalachian, cult, documentary, horror/science fiction, LGBT, music and social justice.
The regulations exclude films previously screened publicly in Cumberland, broadcast on US television, or available to watch in full online for free; the online restriction is commonly waived for shorts. Films subject to distribution agreements requiring a screening fee need prior approval. Films must be completed within the three-year eligibility window specified by the published regulations. Works in progress are ineligible for category awards.
Submissions include a trailer and a press kit with full cast and crew credits. Non-English films require English subtitles, with an exception for music videos. An optional filmed introduction may run up to one tenth of the film’s length. Postal submissions use NTSC DVD, Blu-ray or a USB drive containing an MP4 at a maximum resolution of 1920 × 1080; materials are not returned. The terms grant royalty-free festival exhibition and use of trailers.
