FESCIGU centres its short-film programme on social issues, pairing screenings with thematic sections, discussions and activities involving civic organisations. Its official competition accepts fiction, documentary and animation by Spanish filmmakers and filmmakers resident in Spain. Requetecortos focuses on films of six minutes or less, while Infancine and Juvencine bring programmes to school audiences.

Organised by Asociación Cultural Cinefilia, the festival dates back to 2003 in Guadalajara, Spain, and its venue is in Azuqueca de Henares following a move in 2024. The dates for the 2026 edition are 2–10 October at Espacio Joven Europeo (EJE).
