Wide Open Experimental Film Festival (WOEFF) is a non-competitive festival of experimental and avant-garde cinema in Oklahoma City, organized by the Film Department at Oklahoma City University and directed by film professor Billy Palumbo. Founded in 2022, it works under the slogan “Free Movies”: screenings are free to attend, and the festival publishes interviews with filmmakers and analytic essays on its website. The selection draws short films from around the world, with no premiere or completion-date requirements, and the programmes are accompanied by artist talks, introductions and panel discussions. Recent editions have screened at the Oklahoma City Museum of Art and the Oklahoma Film Exchange.

Between editions, the festival runs WOEFForum, a work-in-progress feedback session for local experimental filmmakers held every other month. The 2027 edition takes place in Oklahoma City on 23–25 April 2027.

Festival rules

Submissions are accepted only through FilmFreeway, from anywhere in the world. Films must be under 25 minutes long. There are no completion date or premiere status requirements. Films should be prepared for an English-speaking audience, with English subtitles where needed. Screenings are digital; if a film is best shown on 8mm, 16mm or 35mm, filmmakers can ask the festival whether a film screening is possible. The festival cannot pay screening or travel fees. Accepted submissions cannot be withdrawn. By submitting, filmmakers allow the festival and Oklahoma City University to use images from the film for promotion. The festival advises against submitting work generated, modified or edited with generative AI tools.
