Its independent history spans 2014–2026, with venues in Nihonbashi before a move to Ikebukuro in 2017. Its organisers are the TAAF Executive Committee and the Association of Japanese Animations, with the Tokyo Metropolitan Government as co-host. The programme combines a competition for feature and short animation not commercially released in Japan, Anime of the Year awards based on fan and industry votes, and Achievement Awards recognising contributions to animation. Competition criteria include originality, innovative vision, popular appeal and technique; a student prize recognises shorts made at Japanese educational institutions. The archive records the cancellation of the 2020 edition because of COVID-19. The final in-person edition dates are 13–16 March 2026 in Ikebukuro.
