Public Television Service (PTS) founded it and organizes it. Its films suit children aged 4 to 12 and are grouped in sections for ages 4+, 8+, 11+ and teenagers. The International Competition has categories for dramatic and animated features and shorts, and for TV and web series; Taiwanese productions compete for the Taiwan Award. The festival also runs the Little Directors, Big Dreams Workshop.
