The 2023 conditions below describe the 15th Short Waves Festival, 14–19 November 2023 in Poznań, covering International, Polish, MOVES and RAW competitions. A separate published 2025 Polish Experimental Film Competition document is described afterwards; its conditions must not be applied to the 2023 competitions.

Eligibility and submission
All four competitions accept short films completed on or after 1 January 2022. The International Competition limit is 45 minutes; Polish, MOVES and RAW limits are 30 minutes. Genres and subjects are unrestricted, including fiction, documentary, animation, music videos, dance film, experimental, video art and hybrid work. Polish Competition requires Polish production or co-production; International and MOVES accept work from any country. MOVES focuses on physical expression and movement, including its social meaning. RAW provides space for non-canonical and challenging cinema.

Students and non-professional filmmakers may apply, and multiple eligible films may be submitted. No world or international premiere is required; previous festival and online screenings are acceptable. Films already submitted to the preceding edition are ineligible. Unfinished post-production is acceptable if missing elements are declared and the completed screening file arrives by the delivery deadline. Films openly promoting violence or discrimination may be excluded.

Entries are accepted only through a FilmFreeway account. An individual, legal entity or collective may submit as producer or with the producer's permission. The submitter must control all necessary rights, including soundtrack music, or provide a statement explaining the legal position. Entries failing formal or technical requirements may be rejected.

2023 submission dates and fees
International, Polish and MOVES submissions run 30 March–13 August 2023, with notification by 22 September. Early fees apply through 1 May; regular fees from 2 May to 16 July; late fees from 17 July to 13 August. International fees are EUR 12 / 16 / 20; Polish fees EUR 6 / 8 / 12; MOVES fees EUR 10 / 12 / 16.
RAW submissions run 30 June–5 September 2023, with notification by 5 October. RAW fees are EUR 2 through 21 July, EUR 4 from 22 July–16 August, and EUR 6 from 17 August–5 September. Payment is through PayPal on FilmFreeway. Requests for individual fee waivers or discounts because of financial or political difficulties go to aleksandra@adarte.pl.

Selection and delivery
The organiser, Fundacja Edukacji Kulturalnej Ad Arte, Hawelańska 1, 61-625 Poznań, selects the films and informs successful applicants by the means stated in each regulation. International, Polish and MOVES screening copies are due within three weeks after notification; RAW copies within two weeks. Missing the delivery deadline can result in replacement by another film. Copies must remain available throughout the festival unless the organiser agrees otherwise.

The entry form requires the original and English titles, release and premiere information and other FilmFreeway details, an English-subtitled preview if the film is not in English, and a Vimeo link. Selected films must supply ProRes MOV or H.264 MP4/MOV in the original aspect ratio with a single stereo or 5.1 mix, or a DCP tested in a cinema; the English regulations specify an unencrypted DCP. Files may be delivered electronically through an agreed transfer service or the organiser's Dropbox. Subtitles should be separate rather than burned in, except where part of the artistic conception. Provide a time-coded English SRT and preferably the original-language dialogue transcript for translation checking. The Polish Competition additionally requests a Polish dialogue list for accessible subtitles. Required publicity information includes a synopsis, three stills, director portrait and biography, technical information and electronic press kit unless already supplied.

Transport, insurance and returns
The applicant pays delivery and relevant customs costs and is responsible for transport insurance to and from Poland. Non-EU consignments must be declared for cultural use without commercial value, with no value or a value no greater than EUR/USD 10. The organiser pays return or onward shipment of screening copies and returns physical copies within four weeks of the festival's end. International, MOVES and RAW regulations insure DCP HDD/SSD copies while held by the organiser against damage, theft and third-party liability; liability for loss or damage is limited to replacement at Polish standard laboratory rates. Polish regulations cover DCP copies on external drives or USB, require return-address changes at least a week before the festival, exclude responsibility for an incorrectly supplied address and require return allowing only normal wear. Damage claims must be made in writing within one month after return and before the next festival screening; late claims exclude organiser liability.

Screening and promotional permissions
No screening licence fee is offered in the English competition regulations. Submission permits four festival screenings without charge, three promotional-tour screenings within 12 months of the festival's start with advance notification, and two weeks of free Filmchief online availability after the festival, restricted to Poland. The actual 2023 public online programme dates are 20–30 November. Unjustified withdrawal makes the submitter responsible for resulting costs. The organiser may use publicity materials, stills and a trailer or film excerpt of up to two minutes without charge for festival promotion and may prepare additional-language dialogue lists.

Awards
The organiser appoints juries for International, Polish and MOVES; non-cash special mentions are possible. RAW is decided by audience vote; its submission regulations state EUR 1,000, subject to alteration. Award sums and their allocation may change. The regulations specify a 10% flat-rate deduction paid by the organiser on the winner's behalf; the separate selection policy describes this for prizes above approximately EUR 440 / PLN 2,000. Final 2023 award amounts are listed separately in Awards.

Personal data and governing conditions
Ad Arte controls the submitted personal data, including submitter and relevant director, music author, producer and distributor names or business names, addresses, email addresses and telephone numbers. Submitters must obtain the other individuals' consent and inform them of the controller and purpose. Data are used to assess entries, screen films, identify winners and pay prizes, and communicate non-commercial information about later competitions and festival activities. The English documents describe voluntary provision and rights of access and correction. The Polish regulations additionally make provision necessary for entry, base processing on consent, specify 12-month retention subject to legal obligations, and state access, rectification, erasure, restriction, portability, objection and complaint rights to the Polish data-protection authority, with no third-country/international-organisation transfers or automated processing.

Submitting constitutes acceptance. Polish law governs unless mandatory law provides otherwise, and the Polish text prevails over the English text in interpretation. The organiser may cancel or alter dates or duration without giving reasons provided participants' acquired rights are respected. Unregulated matters are decided by the organiser represented by the festival director.

Selection policy and separate professional programme
The published transparency policy describes independent paid preselection/selection committees, supported by the competition coordinator. Films receive reviews and scores from 0 to 10; works scoring above 6.5 receive an additional coordinator viewing. Longlists and final selections are discussed collectively. Assessment considers cinematic inventiveness, production and writing coherence, authenticity, ethical context, geographical and gender diversity, emerging/minority filmmakers and programme cohesion. Screening tests may be requested with ten days' notice; selected filmmakers are invited to moderated Q&As. The general policy also describes international, youth and audience juries; the competition-specific 2023 arrangements determine each award.

The separate 2023 RAW programmers workshop accepts European residents aged 18–27 with English proficiency, interest in experimental/independent cinema, critical and collaborative skills and availability for 14–19 November. Its application deadline is 30 July; film/art studies are desirable rather than compulsory. Four participants review films remotely and attend online sessions and festival meetings/masterclasses, with accommodation, professional accreditation and transport support up to EUR 150. Workshop contacts are aledelre.raw@gmail.com and przemek.adarte@gmail.com. This is a programmer-development call, not an additional film competition. Youth and children's education screenings do not constitute separate film-submission calls in these documents.

Official full documents:
International: https://shortwaves.pl/wp-content/uploads/2023/03/Competitions-Regulations-International-Competition.docx-1.pdf
Polish: https://shortwaves.pl/wp-content/uploads/2023/03/KonkursPolski_Regulamin_2023.docx.pdf
MOVES: https://shortwaves.pl/wp-content/uploads/2023/03/SWF2023_MOVES-Competition-Regulations.pdf
RAW: https://shortwaves.pl/wp-content/uploads/2023/06/Competitions-Regulations-for-RAW-Competition.pdf
FAQ: https://shortwaves.pl/wp-content/uploads/2023/04/FAQ-Submissions-1.pdf
Selection policy: https://shortwaves.pl/wp-content/uploads/2023/04/Transparency-Document-_-Submissions-and-selection-process.pdf
RAW programmers workshop: https://shortwaves.pl/wp-content/uploads/2023/06/Cooperation-RAW-Competition-1.pdf

SEPARATE PUBLISHED 2025 POLISH EXPERIMENTAL FILM COMPETITION CONDITIONS
This document names Ad Arte as organiser and Short Waves Festival 2025 in Poznań, with dates 12–16 March 2025 in its main provisions. Its promotional-screening clause instead gives 12 March 2026. Those inconsistent dates do not establish a later numbered festival edition or an open submission call. The document gives no entry deadline, fee, runtime limit or production-year eligibility requirement.

The organiser selects the films. Selected filmmakers deliver screening files electronically within 15 days of notification. Required materials are high-resolution ProRes MOV or H.264 MP4/MOV in the original image format with one stereo or 5.1 mix, or a DCP previously tested in a cinema; time-coded English dialogue and separate SRT subtitles, a Polish dialogue list for accessible subtitles, synopsis, three stills, director portrait and biography and electronic press kit. Transfer uses an agreed external service or the organiser's Dropbox. Technically faulty copies may be refused.

Participation permits three festival presentations, three further promotional screenings within a year of the festival's start with advance notice, and two weeks of Filmchief availability after the festival exclusively for industry representatives. The organiser offers a PLN 200 licence payment for these uses. Publicity materials, a trailer or an excerpt of up to two minutes may be used without additional payment for festival promotion; further-language dialogue lists may be prepared. An organiser-appointed jury chooses the cash awards and may grant non-cash mentions. The organiser may change sums and allocation and deducts 10% tax on prizes. No fixed prize amount is stated.

Ad Arte, Hawelańska 1, 61-625 Poznań, controls personal data on the basis of consent. Provision is voluntary but required for participation. Retention is 12 months subject to legal duties. Participants have rights of access, correction, erasure, restriction, portability and objection and may complain to Poland's data-protection authority. There is no automated processing or transfer to third countries or international organisations. Submitters must have consent to supply director, music author, producer and distributor details and inform them of purposes and controller. The data include names/business names, addresses, emails and telephone numbers and support selection, screenings, winners, prizes and non-commercial information about future competitions and festival activity.

Participation accepts the conditions; Polish wording prevails in interpretation, and Polish law governs subject to mandatory law. The organiser may cancel or change festival or competition dates/duration without giving reasons if acquired rights are preserved. The festival director decides matters omitted from the regulations.
Full official 2025 document: https://shortwaves.pl/wp-content/uploads/2025/01/Konkurs-Polskich-Filmow-Eksperymentalnych.pdf","https://shortwaves.pl/",[34,38,41,45
"Email","fundacja@adarte.pl","Festival and Ad Arte Foundation office — Oliwia Morawska
"aleksandra@adarte.pl","Film submissions, selection enquiries and fee waivers; published 2023 conditions
"Address","Fundacja Edukacji Kulturalnej Ad Arte, ul.
