The festival is run by Washington College in Chestertown, Maryland, with Nancy Cross as festival director. It centres on microshorts of 60 seconds or less and also screens shorts of up to 30 minutes in any genre, including narrative, documentary, animation and music videos. Awards are split between an Open Category and a Washington College Student category, and the categories vary with the entries received, for example Comedy, Live-Action, Animation, Documentary, Music Videos and Best of Show for microshorts.

The festival dates back to 2005. Its 2018 edition counted more than 2,800 submissions from 106 countries, according to the college newspaper. Entries are submitted through FilmFreeway, and non-English dialogue needs English subtitles. The FilmFreeway listing gives 2 December 2024 as the festival date.
